Law no. 139/2024 introduces a significant amendment to the Civil Procedure Code by implementing a national digital system for the random assignment of judicial experts when the parties cannot reach an agreement.
The operation of this digital system is governed by the 2024 Methodological Norms concerning the computerized procedure for appointing judicial experts by the courts, approved by Order no. 2853/C dated December 10, 2024, issued by the Ministry of Justice.
This measure addresses the substantial delays caused by the traditional procedure and aims to ensure a fair distribution of assignments, transparency in the selection process, and better estimation of the time needed to complete expert reports. The system, managed by the Ministry of Justice, will support the digitalization of the judiciary and help ensure that cases are resolved within a reasonable timeframe.
